2021 22-24-Hour PHMSA HMIT GRANT DOT HAZARDOUS MATERIALS REGULATIONS BASIC AWARENESS TRAINING PROGRAM

This is only IN-PERSON attendance, delivered at IHMM’s offices in Rockville, Maryland.

The 22-24-hour PHMSA HMIT DOT Hazardous Materials Regulations “Awareness” Training Workshop: In accordance with 49 CFR § 172.704 (HMR), hazmat trainers/employees will be trained in the following areas:

General awareness/familiarization training providing familiarity with the requirements of the HMR and enabling the
hazmat employee to recognize and identify hazardous materials, consistent with the hazard communication
requirements of the HMR;
Function-specific training concerning the requirements of the HMR specifically applicable to the functions
performed by the hazmat employee;
Safety training including measures to protect the employee from the hazards associated with the hazardous
materials to which they may be exposed in the workplace;
Security awareness training providing an awareness of the security risks associated with the hazards;
In-depth security training relating to a company’s security plan and its implementation, if applicable;
Application of DOT regulations in order to effectively communicate the hazards associated with the materials being
transported through marking, labeling, placarding, and documentation;
Interpretation of carrier requirements for hazardous materials according to the Title 49 CFR by railcar, aircraft,
vessel, and motor vehicle;
General awareness/familiarization of rail and air transport regulations;
General awareness/familiarization of driver regulations related to hazmat;
Familiarization of EPA regulation related to hazardous waste transportation;
Reporting procedures to complete DOT’s Incident Reporting Form;
How to effectively deliver the strategic elements of this training to fellow employees once you return to the
workplace

Suggested Online Prerequisite.
Workshop Participants taking the 24-hour DOT HazMat workshop strongly encourage all participants to complete 8 hours of online DOT HazMat Regulations coursework before participating in classroom learning to be sure everyone comes to the workshop with a strong baseline knowledge of the DOT HazMat Program and Regulations. We are not allowed to accept registrations from government employees. We can accept registrations from government contractors and everyone else other than government employees.
ALL registrants must disclose their employer’s name.
ALL registrants must either be hazmat employees or hazmat employees working for a hazmat employer. Both are defined below.
In accordance with Montgomery County, Maryland COVID-19 guidelines, we will ensure appropriate social distancing in the classroom as well as require every attendee to wear face-covering while attending the class. We will provide hand sanitizer. The classroom will be cleaned each evening before re-entering the classroom the next day. Everyone will be asked about any symptoms associated with COVID-19 and if symptoms are evident then the attendee will not be allowed to attend.

Online Prerequisite Directions:
The DOT Pipeline Hazardous Materials Safety Administration (DOT-PHMSA) offers a free online course in hazardous materials transportation. Prior to attending the DOT HazMat Regulations Workshop:
1. Go to the website: http://dothazmat.vividlms.com
2. Begin by setting up an account. On the right-hand side of the page you will see a link for New
Users. Click on Register Now and follow the directions to create a student login.
3. Return to the original website and log in.
4. Complete each of the ten modules listed. The first module is simply an introduction on how the online program works. The program will keep track of each module completed. Note: Every time you see the page where you can SAVE your progress, do it.
5. You can view your progress by selecting the tab for Completed Courses. From this screen you can view each certificate of completion and download a copy for your records.
6. When you have completed all modules, email a copy of all 10 certificates of completion
to [email protected] . Please submit them two days prior to the beginning of the course.
Keep in mind this is a DOT-PHMSA program, so any technical issues you have will need to be answered by their technical assistance contact. We estimate this online prerequisite will require 16 hours depending on your previous experience with DOT regulations. Please let me know if you have any questions.

The definition of a HAZMAT Employer for the purposes of this HMIT Grant is per 49CFR 171.8; Hazmat employer means:

(1) A person who employs or uses at least one hazmat employee on a full-time, part-time, or temporary basis; and who:

(i) Transports hazardous materials in commerce;

(ii) Causes hazardous materials to be transported in commerce; or

(iii) Designs, manufactures, fabricates, inspects, marks, maintains, reconditions, repairs or tests a package, container, or packaging component that is represented, marked, certified, or sold by that person as qualified for use in transporting hazardous materials in commerce;

(2) A person who is self-employed (including an owner-operator of a motor vehicle, vessel, or aircraft) transporting materials in commerce; and who:

(i) Transports hazardous materials in commerce;

(ii) Causes hazardous materials to be transported in commerce; or

49CFR171.8 definition of Hazmat employee means: (1) A person who is:

(i) Employed on a full-time, part-time, or temporary basis by a hazmat employer and who in the course of such full time, part-time or temporary employment directly affects hazardous materials transportation safety;

(ii) Self-employed (including an owner-operator of a motor vehicle, vessel, or aircraft) transporting hazardous materials in commerce who in the course of such self-employment directly affects hazardous materials transportation safety;

(iii) A railroad signalman; or

(iv) A railroad maintenance-of-way employee.

(2) This term includes an individual, employed on a full time, part-time, or temporary basis by a hazmat employer, or who is self-employed, who during the course of employment:

(i) Loads, unloads, or handles hazardous materials;

(ii) Designs, manufactures, fabricates, inspects, marks, maintains, reconditions, repairs, or tests a package, container or packaging component that is represented, marked, certified, or sold as qualified for use in transporting hazardous material in commerce.

(iii) Prepares hazardous materials for transportation;

(iv) Is responsible for the safety of transporting hazardous materials;

(v) Operates a vehicle used to transport hazardous materials.

IF you do not fall within one or both of these categories you DO NOT qualify to take this training.
